Dish Wireless wants to conduct tests using the 12 GHz band to evaluate coexistence in the band – it’s just waiting for the FCC to say yea or nay.

They have a working 12 GHz radio that they want to use as part of the demonstration and they’re now waiting for the FCC to act on the request, according to Jeff Blum, EVP of External and Legislative Affairs at Dish.

Blum acknowledged the special temporary authorization (STA) application during a webinar Thursday with fellow members of the 5G for 12 GHz Coalition.

FCC Chairwoman Jessica Rosenworcel’s announcement Monday the FCC will launch a notice of inquiry on 12.7-13.25 GHz was a surprise to advocates of using 12.2-12.7 for 5G, but doesn’t necessarily have negative implications for a long-awaited order on the lower part of the spectrum range. It's undoubtedly these kinds of problems that the FCC is hoping to avoid as it wades into the ongoing debate over 5G in 12GHz. Indeed, potentially billions of dollars hang on what the FCC decides.

On one side of the 12GHz debate sit satellite companies including SpaceX's Starlink, fronted by billionaire Elon Musk. Those companies are currently using the 12GHz band in part for their burgeoning low-Earth orbit (LEO) satellite operations. Such services are in their infancy, but proponents believe they could grow to deliver Internet services to virtually every corner of the globe.

On the other side of the 12GHz debate sit Dish Network, RS Access and others, backed in part by billionaires like Charlie Ergen and Michael Dell. Some of those companies also use the 12GHz band for satellite-based services, but they're urging the FCC to also allow terrestrial 5G signals in at least a part of the band, potentially under some kind of spectrum-sharing setup. Starlink and others oppose the inclusion of 5G in the band.

The chief criticism from the perspective of the RS Access's engineering consultants, RKF, was Starlink's use of a study in the Las Vegas market to draw the conclusions of probable interference. RS Access called that an "exceptionally narrow geographic scope."

"Starlink's study considered interference in a single, cherry-picked [economic area] rather than conducting a nationwide modeling analysis as RKF took the time and effort to do," the license holder said, calling Las Vegas "not at all a typical interference environment" and due to topology and other factors, "especially inhospitable to radio coexistence."

RS Access, in its most recent submission to the commission, responded with a supplemental report that sought to respond to Starlink’s examination of 5G and non-geostationary satellite orbit (NGSO) systems in the Las Vegas, Nevada, market and to identify factors driving the disparity between Starlink’s claims and the results of RKF’s prior studies.

According to RS Access, its report allows the FCC to review the two sets of assumptions side-by-side and decide which offers the most reasonable and accurate view of the system architectures, service models and radiofrequency propagation characteristics.

For its part, “RKF states that its review of the Starlink submission has only strengthened its confidence that 5G deployments will have no effect on at least 99.85% of NGSO operations in the 12 GHz band,” RS Access CEO V. Noah Campbell told the commission.

The 5G for 12 GHz Coalition, a group that includes Dish Network and RS Access, said today that it wants to set the record straight on Starlink’s “misinformation campaign.”

 

The 5G for 12 GHz Coalition for over a year now has been engaged in a fight with SpaceX over the viability of sharing the 12 GHz band with satellites and terrestrial 5G. The coalition argues that the engineering analysis shows sharing is possible while SpaceX disputes that.

“In addition to this manipulated filing, Starlink has initiated a public misinformation campaign by falsely telling customers and the public that coexistence is not possible in the band among Starlink and 5G services – despite nationwide data proving otherwise,” the 5G for 12 GHz Coalition said on Thursday. “This tactic, which is commonly used by Elon Musk, is not only disingenuous, but it promulgates an anti-5G narrative that is harmful to American consumers who deserve greater competition, connectivity options and innovation.”

The coalition thinks the FCC should be allowed to complete its analysis of the engineering, said RS Access CEO Noah Campbell. “They’ve been working on it for several months now,” he said: “The FCC is the expert agency within the federal government related to frequency and coexistence between different users in spectrum. A 12 GHz spectrum license holder wants the Federal Communications Commission to push ahead with allowing wireless services in the band, contending there is plenty of evidence to rebut opposition from satellite giant SpaceX.

RS Access, which along with other stakeholders has pressed the FCC for well over a year to pass a spectrum-sharing plan for 12 GHz, said Wednesday that it had met with 16 staffers from three branches of the agency to share technical points on why it thinks the sharing plan works.

The FCC continues to study the idea — which would add new services to a swath of 500 megahertz between 12.2 and 12.7 GHz — and has not set out a clear position yet. FCC Chairwoman Jessica Rosenworcel this spring called it one of the agency's "most complex dockets."
